The Perpay Credit Card is an unsecured Mastercard issued by Celtic Bank that you pay from your paycheck. Its agreement lists a $0 annual fee, a one-time $9 account opening fee, a monthly account service fee of $5.50 to $9.00 in the first year and $9.00 after that, and a variable purchase APR of 27.99% to 29.99%. You must keep payroll direct deposit routed to Perpay or the account can be suspended or closed. Starting limits run up to $1,500.

We read perpay.com, the Perpay Credit Card Cardholder Agreement, the Direct Deposit Terms, the Rewards Program Terms and the Perpay+ page on 7 October 2026, so the prices and quotes below are Perpay's own. CreditPal is a credit coaching tool, not a card issuer, and we earn nothing whether you apply for Perpay or not.

Perpay credit card fees and APR

The card is marketed on what it does not have: no annual fee, no security deposit. The Rates and Fees table at the top of the agreement shows what it does have.

ItemWhat the agreement says
Annual fee$0
Account opening fee$9.00, one time
Monthly account service fee$5.50 to $9.00 a month in the first year ($66 to $108), then $9.00 a month ($108 a year)
Purchase APR27.99% to 29.99% variable, capped at 29.99%, accurate as of 17 September 2026
Late or returned paymentUp to $24.00
Foreign transaction fee3% of each transaction
Metal card$35.00, one time, optional
Cash advances and balance transfersNot available
Minimum payment4% of the new balance or $15, whichever is higher

So "no annual fee" is accurate and incomplete. The monthly account service fee is an annual fee paid in twelve pieces. The opening fee also comes out of your limit on day one: the agreement says it "will be assessed when your Account is opened and will reduce the amount of credit you initially have available."

What the Perpay credit card costs in the first year

Add the opening fee to twelve service fees and the first year costs between $75 and $117 before any interest. Every year after that costs $108. The agreement does not say who gets $5.50 and who gets $9.00 in year one, so read the offer screen before you accept.

Year oneEach later year
Perpay Credit Card, lower fee tier$75$108
Perpay Credit Card, higher fee tier$117$108
OpenSky Secured Visa$35, plus a refundable $200 deposit$35
Current Build Card$0$0
Kikoff Basic$60$60

Those fees post to the card as purchases, and the grace period only protects you "if you pay your entire balance by the due date each month." Carry a balance at 29.99% and the fees themselves start earning interest. On a $500 limit, $117 in first-year fees is 23% of the line.

The comparison rows come from our own reads of each product: the OpenSky credit card review, the Current Build Card review and the Kikoff review. Perpay costs more than any of them. The closest match on structure is Atlas, which also charges a recurring fee instead of interest; our Atlas credit card review puts that membership at $89 to $116.87 a year. What you get for the extra money is an unsecured line that works anywhere Mastercard is accepted, with no deposit to find up front.

The payroll direct deposit rule

This is the condition that makes Perpay different from every other builder card, and it is stricter than the marketing suggests. The agreement says "you must establish and maintain a payroll direct deposit relationship with Perpay." You do not simply pay the bill from your bank. Your employer sends part of every paycheck to Perpay first.

How much is set by a Required Transfer Amount. The Direct Deposit Terms give an example: with a $500 limit and a required amount of 20% of that limit, a person paid monthly must route at least $100 of each paycheck to Perpay, and a person paid every two weeks must route at least $50 from each one. Perpay "may adjust your Required Transfer Amount at any time in our sole discretion."

Three consequences follow from the terms:

  • You have 60 days to start. If the first transfer has not arrived within 60 calendar days of approval, "we will revoke your approval automatically and you will be required to reapply."
  • Stopping it is a default. The terms say your card "may be suspended or closed if (i) you stop Payroll Direct Deposit, or (ii) the amount of Payroll Direct Deposit transfers received in the Program Account in any month is less than the Required Transfer Amount." A job change, unpaid leave or a short month can all trigger that.
  • Extra money waits with Perpay. Anything above what you owe "will be held in the Program Account," which pays no interest. Getting it back takes "7 to 10 business days after your withdrawal request."

Before you commit a slice of every paycheck, total up what already leaves your account each month. If your bank only hands you PDFs, a bank statement converter turns three months of statements into a spreadsheet you can add up in a few minutes. A required transfer that looks small can still be the one that tips a tight month over.

Does Perpay do a credit check?

Not a hard pull at the three main bureaus. Perpay's footnote reads: "Applying for a Perpay Credit Card will not affect your FICO or Vantage scores. However, we may obtain information from Clarity which may affect your credit profile with this alternative credit bureau." Clarity is a specialty bureau that tracks short-term and subprime lending. The card is still "subject to credit approval," and it is not available to residents of New Hampshire, Vermont or the U.S. territories.

Does the Perpay credit card report to all three bureaus?

Yes. Perpay states it "will report your transactions to Experian, Equifax, and TransUnion." It is a revolving account with a real limit, so it adds payment history and available credit, and a low balance on it helps your utilization.

It reports the bad along with the good. The same footnote warns that late payments "may result in delinquent payment reporting to credit bureaus which may negatively impact your credit score." And it is clear about the limits of the product: "This product will not remove negative credit history from your credit report."

Perpay credit card vs Perpay+ and the Marketplace

Perpay sells three things under one name, and reviews often mix them up.

If all you want is a tradeline, Perpay+ at $5 a month is the cheaper Perpay product, but its limit can only be used in Perpay's store. Compare the store price of anything you buy there with what other retailers charge before you check out. The card costs roughly twice as much a year and is the only one of the three you can use at a grocery store or a gas pump.

Perpay rewards are store credit

The card advertises 2% rewards. The Rewards Program Terms explain how that works: "Your rewards will be calculated by multiplying the total amount you paid by 2%." You earn on payments, and the payout is credit in the Perpay Marketplace. "Rewards have no cash value until eligible rewards are redeemed for a purchase on the Perpay online marketplace," and the card "must be active and not suspended, closed, or delinquent to receive rewards."

Pay $1,200 toward the card over a year and you earn $24 of store credit. That does not offset $108 of service fees.

Is Perpay legit?

Yes. Perpay, Inc. is a real company, the card is issued by Celtic Bank, and the fees are disclosed in a standard Rates and Fees table. Nothing in the documents is hidden. The gap is between the headline and the table: a card sold on having no annual fee that costs $75 to $117 in its first year.

Two notes on the reviews. Complaints on the large review sites tend to be about Marketplace pricing, shipping and refunds, which concern the store more than the card. And the Perpay+ page carries this line under its customer quotes: "Real customers compensated for their testimonial." Weigh the praise on Perpay's own pages with that in mind.

Who should get the Perpay credit card

It fits someone with a steady W-2 paycheck, a thin or bruised file, no cash for a security deposit, and a real use for an unsecured card that works everywhere. If automatic paycheck deductions are what keeps you on time, the structure does that job.

Skip it if your income is irregular, if you may change jobs soon, or if you can find $200 for a deposit. A secured card or a bank-linked charge card gets the same three-bureau payment history for $0 to $35 a year. Our credit builder apps comparison prices the whole field.

And if your score is low because of late payments, collections or maxed-out cards already on your report, no new card fixes that, as Perpay says itself. That is where CreditPal comes in. It reads your credit file read-only, shows in plain English which factors are costing you the most points, and lets you simulate opening a new card or paying down a balance before you spend anything. Plans start at $7 a month, which is less than Perpay's service fee. CreditPal is educational: it opens no accounts, lends nothing and does not file disputes.

What is the Perpay credit card limit?

Perpay advertises "up to a $1,500 starting credit limit" and says you can "be considered for a higher credit line in as few as 3 months." The agreement sets no minimum. Remember that the $9 opening fee and the first monthly fee come out of the available credit straight away.

Can you cancel the Perpay credit card?

Yes. The agreement says you can close the account by calling the number on the back of the card, and you "must still pay us all amounts you owe on the Account." You can stop payroll direct deposit by changing the destination with your employer, but do that after the balance is cleared and the card is closed. Stopping it while the card is open counts as a default under the terms.
